If you or your loved ones were impacted by the severe winter storms, you may be eligible for federal assistance or additional resources.
The IRS and the Franchise Tax Board have extended the deadline for affected individuals and businesses to file taxes and make payments from April 15 to June 17. To see if you qualify, or for more information, please check with the FTB or the IRS for the most recent information.
Below is a list of federal, state, county, and city resources available to residents impacted by storm or flood damage.

FEMA ASSISTANCE
Residents impacted by the storms can register with FEMA for federal assistance and disaster loans. The DEADLINE to submit an application is April 19th. You can still appeal after April 19th.
● Apply online at www.DisasterAssistance.gov. Click on “Let’s Get Started”
● You may call 1-800-621-3362 (TTY: 800-462-7585 ) to begin an application over the phone between 7AM - 11PM Eastern, all week.
● Disaster Recovery Centers: In-person assistance will be provided at the following locations and will operate 10am - 7 pm, seven days a week.
○ Mountain View Recreation Center (641 S Boundary St, San Diego, CA 92113)
○ Spring Valley County Library (836 Kempton St, Spring Valley, CA 91977
● The City of San Diego has set up a virtual Local Assistance Center / online resource hub: https://www.sandiego.gov/recovery
OTHER FEDERAL & STATE SUPPORT:
● For assistance with recuperating any federal documents (social security, immigration documents, etc.), please contact the Office of Representative Juan Vargas . You can send an email to Field Representative, Edgar E. Gonzalez at edgar.gonzalez@mail.house.gov with your request.
● For assistance with DMV (fees being waived currently), CalFresh, Department of Insurance, help with dealing with insurance companies, Department of Justice, or other state resources, please contact my office at (619) 409-7690 or jessie.schmitte@sen.ca.gov.
● Request a Replacement for your lost Passport. The City of San Diego is waiving the fee for processing Passports. Flood survivors are encouraged to visit the U.S Department of State Replacing Your Passport After a Disaster webpage for details on eligibility for the replacement of passports. Individuals needing assistance with completing the forms may visit the Office of the City Clerk during business hours in the lobby at the City Administration building. No appointment is necessary.

The Southeast Disaster Response Team hosts weekly community meetings to provide updates on resources, disaster response, volunteer needs, and more. This meeting is open to all: flood survivors, CBOs, elected officials, residents, and community advocates.

The City of San Diego is calling on residents to report illegal dumping violations
Illegal dumping is dangerous to the environment, contaminating soil and water. It also risks clogging critical stormwater infrastructure which can increase the risk of localized flooding. Stormwater runoff enters storm drains untreated, and that runoff collects pollutants and carries them into local waterways and beaches, which can harm wildlife and negatively affect the health of a community. Violators can face fines of $1,000 for disposing trash and other materials into the stormwater system.
